中華人民共和國澳門特別行政區第一屆政府推選委員會委員守則

Regulations for the Election of Members of the First Government of the Macao Special Administrative Region of the People's Republic of China

（１９９８年１１月７日全國人民代表大會澳門特別行政區籌備委員會第四次全體會議通過）

(Adopted at the Fourth Plenary Session of the Preparatory Committee for the Macao Special Administrative Region of the National People 's Congress on November 7, 1998)

一、根據《全國人民代表大會關於澳門特別行政區第一屆政府、立法會和司法機關產生辦法的決定》和全國人民代表大會澳門特別行政區籌備委員會（以下簡稱“籌委會”）制定的《中華人民共和國澳門特別行政區第一屆政府推選委員會具體產生辦法》的規定，制定本守則。

I. These Regulations are formulated in accordance with the provisions of the Decision of the National People 's Congress on the Method for the Formation of the First Government, the First Legislative Council and the Judiciary of the Macao Special Administrative Region and the Specific Method for the Selection of the First Government of the Macao Special Administrative Region of the People's Republic of China by the Preparatory Committee for the Macao Special Administrative Region of the National People's Congress (hereinafter referred to as the "Preparatory Committee").

二、中華人民共和國澳門特別行政區第一屆政府推選委員會（以下簡稱“推選委員會”）委員的職責是推選澳門特別行政區第一任行政長官人選。在履行上述職責時，推選委員會委員必須遵守籌委會有關澳門特別行政區第一任行政長官人選產生辦法的規定以及有關實施細則。

II、 The duty of the Selection Committee for the First Government of the Macao Special Administrative Region of the People's Republic of China (hereinafter referred to as the Selection Committee) shall be to elect the first Chief Executive of the Macao Special Administrative Region. The election of members of the Committee shall comply with the provisions of the Preparatory Committee on the method for selecting the first Chief Executive of the Macao Special Administrative Region and the relevant detailed implementing rules in performing the aforesaid duties.

三、推選委員會委員以個人身份參加推選委員會，並以個人身份履行職責。

III、 Members of the Selection Committee shall join the Selection Committee in their personal capacities and perform duties in their personal capacities.

四、推選委員會委員應出席推選委員會的會議及其他與推選委員會工作相關的活動。如有特殊原因不能出席，應事先向籌委會主任委員會議請假。

IV、 The members of the Selection Committee shall attend the meetings of the Selection Committee and other activities related to the work of the Selection Committee. If a director cannot attend a meeting of the preparatory committee due to special reasons, he or she shall ask for leave from the meeting in advance.

五、推選委員會委員在履行職責時不得直接或間接地索取或接受賄賂或其他任何不正當利益，如金錢、禮物、貸款等。如有任何疑慮，應主動向籌委會主任委員會議申報並征詢意見。

V、 The member should not ask for or accept bribe or other illegal benefit, such as money, gift, loan and so on. In case of any doubt, they shall report the same to and seek opinions of the chairman of the preparation committee on their own initiative.

六、推選委員會委員不得直接或間接地以利益或其他不正當手段影響其他推選委員會委員在選舉中所持的立場。

VI、 Members of the Selection Committee shall not, directly or indirectly, use advantages or other improper means to influence the position of other members of the Selection Committee in the election.

七、推選委員會委員不得發表或引述針對參選人和候選人的虛假陳述，或進行人身攻擊。

VII、 Members of the recommendation committee shall not make or quote any false statement against any participant or candidate, nor carry out any personal attack.

八、推選委員會委員應自覺自律，遵守本守則。如推選委員會委員違反本守則，由籌委會視情節輕重作出相應處理。

VIII、 The members of the elected committee shall act in a self-disciplined manner and comply with this Code. In the event of the election of committee members violating these Regulations, the Preparatory Committee shall take appropriate action in accordance with the seriousness of the case.

九、本守則由籌委會主任委員會議負責解釋。

IX、 These Regulations shall be interpreted by the Chairman's meeting of the preparatory committee.
